The attacker was naked, not the victim. It looks like it if you look at the Security cam footage, BUT if you look at the graphic crime scene photo, he's clearly dressed, just wearing shorts.

The attacker (who was shot) was indeed naked, but the victim was dressed in a green shirt and shorts. Apparently whatever drug he took (some type of LSD) makes people's internal organs burn and expand and makes them take their clothes off and go crazy. Apparently it gives them hulk-like strength and lots of HP bonuses
