The avatar upload option is a vulnerability within vbulletin (or the plugin ppl use with it.)
A php file disguised as a gif can be uploaded and then run remotely. The code, meant to redirect traffic to one of those fancy malware sites, plants itself in the directory and protects itself by changing the write privileges to that folder. Hence, attempting to add new files gets denied.
