your argument is that a circuit board, digital output screen, and power converter, were being carried around in a receptacle for carrying things around
in your supposition is the outlet plug there because most portable suitcase bombs require a grounded electric current, or was this just being mistaken for comically inept in addition to being mistaken for a premeditated act of terrorism
I doubt a real bomb would bother telling the people its about to blow up when it's going to go off.
Also it's not a suitcase, it's a pencil case. Notice the table drawer and how the case is smaller than that. The electrical plug is also lookin big next to it.
A little pencil case scared them.

The teachers, and police all knew it wasn't a bomb, they didn't evacuate the school, they didn't do anything to indicate that they thought it was in any way, a real threat. Instead, they called the police, who said "that's exactly who I expected to be", and then arrest him.
