Well, in a sense it isn't really vandalism. The ads aren't permanently painted on; nor are they stuck on, so they won't leave residue when removed. All Tomato did was carry some ad-sized images onto the train, placed them in the advertisement area to take a few pictures, and "forgot" to take them down.
