My card is a Radeon 9200 or something like that, but Half-Life 2 and Half Life 2 epi 1's cutscenes worked fine for me.

Ew I have a Radeon and its a waste of time, try updating all drivers.
Have you got a soundcard?
If yes check the drivers on that.
If none of that works try closing every process you aren't using that might give you a little boost.
I'm pretty sure I've updated all my drivers or at least tried, what I don't get is why this isn't working while the other two games' cutscenes did.
Some cut scenes in games use 3d models* and make the cut scene in real time, it isn't pre rendered so if it is a cut scene with a lot going on it can cause slow downs.
*I am not sure if HL uses this method
should I just skip to the next chapter then, or are there more cutscenes like that?
I don't have a clue I got bored with HL2:E2 when I have to jump over sewage while fighting off zombies.

The G-man scene is the only one of it's kind in Episode 2, there's only 1 more "cutscene" but it's that's not in that chapter.
But don't skip it, there's still a good portion left before the end of the chapter, if I remember right.

the gman cutscenes just eat up a lot of cpu
If you skip that particular scene you are gonna miss a pretty big event. Maybe find a video of it on youtube and watch it then skip it?

Actually I just realized there's not much in the chapter after that cutscene, so skipping won't miss
