I believe the unhampered translation of will into act is freedom, not liberty. Liberty is just being able to do that.

Unhampered? Unhampered by what? By others, sure, but your own resources and body can hamper your will as well as external sources.

For example, say I want to go to space. My liberty to do this is hindered by several factors. To begin with, I do not possess the resources or physical prowess to break the gravity well, breathe in space, or create equipment that allows me to do these things. There are a few organizations on the planet that possess such technology, but without major sacrifices on my part and years of training they probably won't let me use their things. Without initiative to either design the equipment, hire someone else to do it, or suck up to NASA, it won't happen. However, if I made the proper sacrifices by the end no one would stand in my way.

On the other hand, let's say I want to smoke some pot. This is something that is quite easy to accomplish physically that my society tells me I am not allowed to do. They go so far as to attempt to dismantle the entire infrastructure that brings my pot to me, but, given the desires of the people, utterly fail at it. Their attempts to hinder, horrific is they may be, are ineffective against the determined individual.

Freedom, liberty, lack of effective hindrance, comes from within. External sources can only control through fear and manipulation, which, in the end, you have to agree to be controlled by. Short of physical law, no matter what happens, it's pretty much up to you.

Dwarfinator I am highly offended by your comment on America! My lawn is tiny.
