I think it changes depending on the wearer. It seemed to make hobbits invisible but not Sauron.

BTW this thread convinced me to start reading the series and I just finished the first book and FUCK I love this I remember reading The Hobbit as a kid damn it was awesome just like the places lore and people he comes up with its amazing.
