When a flash in under judgement, people want to vote 0 on it. However, they know it's going to pass anyway and they won't get a protection point if they vote 0 on it, so they vote 2 on it. Once it's passed, anyone can vote 0 on it without losing the opportunity of getting a pass point. It all has to do with stat whores.
