If it says next to it "6,000 impressions" as you stated, then it's counted all of those only after you signed up.
And yeah, after some checking out my own account, I'm pretty sure it depends on clicks. I have some content with thousands more hits than other content but with several dollars less in earnings.

Ad revenue isn't made from the preloader symbol alone, but from flash portal and user page ads (which are always running, with or without your consent, might as well make money off of them).

The effective cost per thousand impressions is really of no concern to you guys. It's the way investors and providers can measure the ratio of clicks to views on a certain page in order to evaluate the success of certain ads or the pages they're displayed upon.
Rob's one animation has only 77 views but has earned $1.13 from clicks (really all the ad companies pay toward).
His other may have three times as many views at 257, but the ads have proved far less successful on that page, generating revenue of only $0.04.
Therefore the former movie has a higher eCPM than the latter. For Tom Fulp, the provider, this is a good thing. This movie is earning much more money than another movie of exponentially superior popularity (relatively, of course, we're dealing in the lower numbers here). For the investor, it may have mixed implications.
To you, the content creator, this means nothing really. You really have very little control over it in the grand scheme of things. Not like you craft your movie to inspire people to click on the ads displayed around it.
It's nothing to do with unfairness or favoritism.
Clicks are what earn money.
Views (impressions) really don't matter (aside from in consideration of the click:view ratio).

The insignificant amount of ad revenue you can make by putting ads in flash movies has never seemed worth the annoyance for everyone who watches.

I turned it on just now, because I didn't realize you didn't have to put an additional advertisement inside the movie.
