a lot of kate beaton's (hark a vagrant) are only funny if you're familiar with whatever somewhat obscure historical or literary information held the author's fancy at the time of writing, but it's pretty good.
achewood kind of takes a while for what it's really about to really kick in, but once you get it, it's usually gold.
and yeah penny arcade can be pretty terrible sometimes, but it can also be funny as shit, and unlike most webcomics, the artist doesn't rely on shortcuts (too much) so the art is in a constant state of improvement. the dudes behind it are decent, too, if that's worth anything.
