I mean a colored background. Like in one frame it could be brown and in the next frame it could be black for example.

This thread confused me.
To change the background color from frame to frame, you have to put the background in yourself. Draw a rectangle that covers the entire stage. Be sure to put it on its own layer (use the New Layer button) so it doesn't get stuck to stuff or screw up tweens.
Fill color is easy. Just use the paint bucket tool and click where you want it to fill. You have to be sure that all the lines of the shape you're trying to fill are connected, though. If there's a hole, it won't fill. Also, make sure you're using the paint bucket or gradient tool, not the ink bottle tool. That does something different.
To rotate your object (like to the 3:00 position from the 12:00 position), select it and select the free transform tool. Place your cursor just outside one of the corners of the box that appears, and the cursor will turn into a rotation arrow. Click. Drag. You're done.
If you meant 'turn to the side' as in 'make it face left instead of facing the camera,' you would actually have to animate, though.
