Tuuuuuurn up the radio

I'm after an effect to make a voice sound as if it's being transmited over a radio, not simply static - not unlike the speech in Counter Strike. Thoughts?

Lowering the bit rate creates that kind of effect when you throw in some static or distortion.

Cut out the bass. Phones, radios, etc. don't transfer the low end very well. That's why it sounds so pinched.
