Upon closer inspection, there is what appears to be a large modified jet-ski at the other end of the pipe, this is what is feeding the water to the jets, keeping the human end of the apparatus very light weight.

It's a brilliant concept really, all be it highly dangerous (unless he has some protective kill valves installed). Notice he can get some good speed out of it, if he's close to the water. I doubt the jets of water are strong enough to damage the skin at the leg level, although it would likely hurt a bit.

Possible limitations:
1) Height, as he gets higher the power of the thrust will decrease, so there will always be a hight limit based on the strength of the engines. One possible way to improve this is to use thinner pipes, reducing the amount of weight that has to be fought against by the thrust of upsurging water, but doing this will require a customized water compressor, thus increasing the expense... But it would still be worth it imo, because it would make the flying end lighter and more nimble.
2) Obviously, this thing is going to drink gas like nothing else on the water, but who cares.
