I feel like this totally isn't even going to be a plot point, even if they deliberately made the scene have an obvious sexual interpretation. Oh, no, that's not molestation, that's just a ~ritual cleansing~. She was totally into it. You must have superimposed your own sexual fantasies on it, silly boyth.

Three possibilities:

1. It's just simple fanservice, in which case god damn trigger settle down a bit.
2. she seriously assaulted Satsuki. That would be really fucked up and I would never have expected the show to take such a dark turn. I'm not sure how I feel about Kill la Kill seriously tackling issues like sexual child abuse. I don't go into this show to be sad. Got plenty of other stuff for that.
3. It was actual consensual relations between satsuki and ragyo and they are incestuous god damn fashion nazis what the didly dang fuck man. (Though in this case it could still be a product of long term child abuse leading to a sort of stockholm syndrome.)
