BTAS did a great job with some otherwise forgettable villains. Mr Freeze's backstory didn't go far beyond "evil super-scientist" until the DCAU introduced Nora Fries.

also the clock king's story was very very sad. he was terminally ill, and robbed banks, in order to buy a cure for his also ill sister, and thus, his time was limited, thus the name, clock-king....

eventually, he got caught by some superhero, and he later learned, that he was 100% healthy, and that he would spend life on prison for those roberries, while his sister was already dead.

is this a villain?
yes.

but is he worthy of such a fate?
no.
