Except of course for the software that makes sure the computer boots, and windows XP.

Is there a program that can do this for me?

there is no program. What you will have to do is uninstall all the programs and go through the folders were you and programs save stuff and delete it, and then download a GOOD Registry cleaner. this can take anywere from one to two hours.

if you just want to hang on to the OS, boot off of a Windows install disc, and reinstall windows.

Delete program files and my documents then make new ones and run a registry cleaning program. Thats the best I can think of without deleting the system.

If you're going to wipe the whole hard drive you should get an install disk for an OS. A copy of Windows XP isn't hard to come by for little or no money, and a copy of Ubuntu is even easier to come by. Depending on the size of your hard drive, this might be a good opportunity to set up a dual-boot of XP and Ubuntu, which is great to have. Ubuntu runs most windows programs and, in addition to increased stability and a smaller footprint,  has a lot of great features that XP lacks.

Having XP as well is probably a good idea, but you should consider trying out Linux. If you want some more information on either of those subjects IM or PM me.
