Nah, I believe this is Fighter Maker, on PS2. Basically lets you create and animate your own 3D fighting characters. And by animate, I mean, they give you a still guy and you gotta do every little loop of animation for every stance, move and stuff.

Not sure if anyone ever actually created a fully working realistic fighting character in that. Most of the time you end up doing half-assed characters like that guy did. Not that it isn't fun to beat up the pre-made chars with a wacky moving guy.
