He's slide sneaking, using his hand to propel himself on that obviously quite frictionless surface. The city in the background was created by people who lacked depth perception, and therefore never built any buildings in front of or behind each other.

It looks more like he's perpetually falling over and trying to stop himself with his hand but there's no friction so he just keeps sliding.
