I have a magazine which covered a fair bit about this and yeah that guy is plastered everywhere.
They spoke about one huge-ass mutant who used a car door on it's arm as a sheild. Becoming a mutant makes them infertile so they have to try and make other people mutant or something, I can't remember.

The magazines also covered all different vaults and who was meant to be in them, like the person you play as, his vault was never meant to open. It went on to explain some other vault scenarios, like one had like 1000 men but only one woman and vice verca for another vault.

I'm pretty sure that was part of the second Fallout. They were experiments. But I'm sure it carries throughout the series.
