I am utterly amazed that nobody has said Ryu and Ken. They're not just palette swaps, but pretty close. In Street Fighter II, the only thing different between their in-game sprites was the head.

That doesn't make them twins proper. By that logic, they're triplets because Dan looks a lot like them, too. :p

Mario and Luigi are only brothers, not twins. That, and Ken and Ryu were almost the same sprite in SFII. Dan at least was re-drawn. Except maybe in Alpha.

Lazy art department ≠ Twins. Characters that are actually connected in some way are what he meant. Ryu and Ken aren't conected like that. They're from opposite sides of the world, for crissakes.
