And if there's no naked person around, just draw people you see in the mall or somewhere.

bring sunglasses when you're drawing people in public

the train station is excellent because people stand still or sit down but don't have enough time to wonder why you're looking at them and see your shitty drawings

You've got to be quick! Don't fuss over you're drawings, it doesn't matter how good they are it's just practice. The more you do it the faster you'll get better at drawing (and at not caring if people see you drawing them). But yeah going with someone else is a good idea if you're feeling a bit self-conscious.
