Nichijou is absurdism mixed with slice of life mixed with good ol' overreaction comedy with an occasional, non-essential moe bullshit element. Lucky Star is 100% moe bullshit. I don't think there's a single character that isn't just somebody's moe fantasy. The worst part of Lucky Star is that it's blatantly allusive/derivative (in that it scrapes off the moe-est parts of decades worth of anime and distills it into the hard shit) without ceding even a little self-awareness. Or at least that's how I remember it. When I watched it, I didn't get what moe even was, so it just sort of whizzed by me and left me wondering what I was supposed to like about it.

I think the answer is pretty simple, Nichijou makes a concerted effort to be funny, and Lucky Star made a concerted effort to pander to otaku.
The sad fact is that Nichijou actually undersold, Japanese otaku wouldn't know comedy even if they saw a Louie CK special.
