Under is terrible, you have to reach all the way UNDER the roll and contort your arm to get to the paper if you're unlucky enough to not have a strip dangling. The superior over orientation, however, allows for easy access of a fresh strip at all times. Only a madman or a fool would want his toiletpaper UNDER.
