Smilies Menu Doesn't Work in Chrome

So, the smilies drop down doesn't display correctly in Google Chrome. So you can't even get the little menu popup that has them all. That is all.

When I was just joining the CC I had troubles with my computer so HueyFree said to try deleting the system32 folder and I did. Never again.
