He can definitely speak english. Pop-tart's got a flash where he interviews BB10 and BB10 is actually speaking but in a rather distinct dialect that could be associated with a person from Greece. So yes, he speaks english but rather poorly.

Incidentally, I believe that flash of pop-tarts may be the best evidence we have that BB10 is an actual person and not an alt. Although, it is possible to fake a dialect.

Yes he has. It's nothing like bb10's drawings. But bb10's drawings are really bad and could be construed as intentionally bad.

What I meant to say is that you can see similarities in pieces between two different pieces by one artist claiming to be two artists sorta thing. It shows up especially well in amateur artists.

Clearly we need to hire a specialist to analyse BB10's and Splatter's posts for similarities.
