It says they're still looking for driver #1 in that article, but another article from the Winnipeg Free Press says they caught both of the drivers. I don't know which is correct, though.

I can't see how running around on your hands can be practical. Unless you have extra robot hands for actually doing stuff. I would wheel around and then occasionally hop out and hand-walk when the chair became a nuisance.
