I think it changes depending on the wearer. It seemed to make hobbits invisible but not Sauron.

It had sneaky magic like unicorns and dragons where they don't specify exactly what it does but it's enchanting and crafty and human folk just love having it near by because it's so awesome.

BTW this thread convinced me to start reading the series and I just finished the first book and FUCK I love this I remember reading The Hobbit as a kid damn it was awesome just like the places lore and people he comes up with its amazing.
