If I were to guess I'd say someone dug these images up from back when this was THE way to to graphic animation, and created an HTML5 palate shifter to work w/ canvas. I remember making animations like this for boot screens, and for Qbasic games. This was very nicely done though.

Think is, this method of animation was devised back when you didn't have enough ram to store multiple frames, so you used a palate that had sections of colors that shifted incrementally (like w/ fractal apps).

Not sure where the modern use for this is, since it takes so long to devise the original images.
