Besides speakonia which is probably what you remembered, there's AT&T TTS and Cepstral. They sound clearer than most speakonia voices, and IMO they sound funnier too. Give em a shot and see what you think.

After installing speakonia you can add some the language modules listed here:

Their link to MS Sam is broken but I found it elsewhere. i think the robots came in this pack too
