Also it's not a suitcase, it's a pencil case. Notice the table drawer and how the case is smaller than that. The electrical plug is also lookin big next to it.

The teachers, and police all knew it wasn't a bomb, they didn't evacuate the school, they didn't do anything to indicate that they thought it was in any way, a real threat. Instead, they called the police, who said "that's exactly who I expected to be", and then arrest him.
