Ventrilo works on a Mac. Renegade and VCR were both in last night. It depends on which codec we use, and I have it configured to account for that.

UGH, my PC reports yelling as whispers, I don't know how to fix this. Volume is maxed out.

try

start > control panel > sounds and multimedia > audio tab > click "Volume" under sound recording.
(recording control dialog appears)
select your Mic, and increase the volume. increase the master recording volume.

troubleshoot: make sure your mic isn't plugged into the Line In on your computer, this input is not amplified.

Make sure your mic dosen't require external amplification, like if it's an XLR microphone

use the sound recorder to check your mic level
start > programs > accessories > entertainment > sound recorder

also, under the microphone section in the volume control, there should be an 'advanced' button. click that, then click 'volume boost' and your mic should double, but that also means the background noise will double too and you'll be talking through a bunch of fuzz.

you might also want to try getting another mic. i had a $20 logitech headset that picked up only whispers, and later bought a $10 microphone on a stand and it outputs about 3x as much sound and doesn't need the volume boost.

The microphone works fine on my laptop (the problem is that computer is a huge piece of crap). Also I already did the microphone boost, but like you said, there was an unbearable high-pitched static noise. :(

It's okay if it's something like Skype... if I actually know what I'm doing with the program. But it doesn't give the greatest first impression if you log on and immediately shout "AM I DOIN IT RITE".

it seems to work pretty well for me, and i don't normally enjoy voice chat a whole lot, so i don't understand why you guys are having issues with it.  the only probably i've had is getting the binds to work properly, and a quick trip to the setup screen and activating a global hotkey for speaking seemed to fix that.
