That looked like it was from "An Extremely Goofy Movie", and I never remembered any racist subplots in it in the least. It didn't have the attention span for it. I have a feeling it's a bad fan dub or something.

Not sure if it's Disney (I think it is) but there was a movie called Help I'm a fish about a bunch of kids that turn into fish, and the fish start getting smarter and smarter untill like big fish are busses and it was very cool seeing a fish city.

Anyway, the bad guy fish at the end starts evolving really quickly and looks more and more human, and in the end he finally becomes human and for a few seconds is scary as fuck but then he drowns and it was really creepy

They used the Dialogue from an Episode of Static Shock. The guy that does the voice for Max from the Goof Movie does the voice for Richie in Static Shock apparently.

Good Heavens, that does sound pretty weird. Apparently, though, it's an animated movie from Denmark, so I'm not that surprised.
