Nice .GIF quality exports in flash?

Sorry if this is the inappropriate place to post this!

I remember exporting gifs back in the old days that looked, and ran nicely. Now every time i try to export one they run very slow, and the colors aren't nearly as nice. Basically i want to make an animated cell phone wall paper, and at least have a decent FPS on it. right now its running the standard shitty gif of like 12 or something.

So, is there a better way to do what i'm trying to do?

I had the same problem on the newest flash, nothing I did nor any instructions I followed made the .gif's anything but bad

Except for one thing- the quality is much better now, but i am still not getting a faster FPS, viewed in windows image and fax viewer and IE, neither change it.
