actually a soldier has just about ZERO authority outside the army. Infact more often then not they have to be more careful then normal people, something which would get other people a fine or a night in jail could mean the end of a career for a soldier. Couple of my friends are in the army and before they went in they would get into fights just about every time we went out, nowadays they avoid it at all costs in fear of getting kicked out of the army.

That depends on where you are in the world, in some countries military personnel supercede any authority owned by local police.
