I think the idea might have been that they can't PM you back, so there isn't really a point (or it's kind of cruel), or it might have been set that way on accident because the way to control sending and receiving PM's are right next to each other, and worded poorly. Or, since it was started as a means of getting people who were angry to cool off, maybe communication was deemed counter-productive.

Eh.
If things get worse because of it I'll just switch it back and say that's the reason. :3

Well, being chilled isn't a big deal. If people bitch even worse for getting chilled, just bump it up to a ban. It's just annoying to try and work on a project with someone when they get chilled as it essentialy cuts off communication.

I got chilled about the same time as Limewire and I couldnt PM him that we were chill buddies.

Well, I mean, ideally the ban and to a slightly lesser extent the chill are supposed to dissuade people from behavior that brings down the forum quality, by cutting them off from the services the forum provides. It sucks that other people can get a raw deal because of it, but the loss of a simple, effective form of communication with one's acquaintances hopefully contributes to encouraging users to tread a little more lightly.
