i can see what marlin is saying but the flip side of that coin is that the ball literally did not go in the net and i don't see how anyone could say with 100% certainty that it was gonna be a goal unless it was a goal.  given the overwhelming chance of success on a penalty outside of a shootout, i'd say it balances out just fine.
