Kay, so I have some linework from a scan, but it's kind of rough around the edges. I was wondering if there's a way to smooth this bitch out, without going over it all with the pen tool and tapering the lines.

There are all kinds of tutorials all over the internet about scanning stuff in.
I'd give you my own personal recommendation but I've never actually scanned anything in yet (I will soon, however).

throw it out the window and make a new drawing

or just use something other than photoshop

or post the raw scan or something

or do the same with the WHITE AND JUST CUT IT OUT OF THE PICTURE ALSO YOU MIGHT HAVE TO LIKE YOU KNOW GO TO THE EXPAND THINGY AND BE LIKE YO EXPAND OR CONTRACT DEPENDING ON WHICH ONE YOU DO

It looks like the edges of your raw scan are aliased. This happens if your scanner is set to black & white. Scan on the full color setting. If you want black and white you can convert it to greyscale in photoshop. If the edges are still a little rough you can use Filter > Noise > Median, or import the image to Adobe Illustrator and use Live Trace.

Wait, so seriously nobody here knows how to use Photoshop? Put it in a seperate layer, and set it's blending mode to either Darken or Overlay, then lock the layer and colour in a seperate layer underneath it. PM me if that doesn't make sense.

He's saying that his scan has an odd border on it, so the scan isn't going into Photoshop correctly.

Yeah I know, what I said should fix it though. Also it looks like he's used the magic wand, which gets rid of the smoothness, I'd suggest rescanning, and then doing what I said previously. All the white will automatically go away.
