it seems to happen mostly when i turn on diablo 2

I had a problem similar to, but much worse than, that. Try another mouse.

Your mouse may be dirty or broken or something. Is it an optical mouse?

If you unplug your mouse and the cursor stops moving erratically, the problem is your mouse. If it doesn't, it's some sort of bug though that's hard to imagine.

Try cleaning or replacing your mouse.

the problem is not my mouse. i have a retractable usb mouse as well as a normal wireless one which both dont work on this computer. not to mention its also a laptop and when i unplug the mouse the mousepad just goes crazy instead

my first instinct is that it's a grounding issue. if it's a laptop that's not really likely, but I thought I'd mention it- does this problem mostly occur when you're in a particular place? I had mouse problems like this once because the apple mighty mouse is kind of a piece of shit and I thought it started working when I pounded it against my desk and didn't realize until months later that it only malfunctioned when my feet weren't on the fucking floor, which sounds like crazy voodoo bullshit but hey. if I took care to ground myself, it would work fine. eventually I realized the trouble was a cell phone charger I'd plugged into my power strip. it was giving off some kind of evil rays. once that was gone I never had another problem. except for one time when I accidentally left my tablet pen lying on the tablet and the mouse refused to move from that spot until I realized what the problem was.

if it happens mostly when you're running diablo, and it happens from different input devices, the only thing I can think of (I am not an expert) is it might be a minor bug with the way your operating system is interpreting ur mouse inputz. I'd run chkdsk and if that didn't work back up my shit and just clean install windows.
