how does it work tho?

somebody makes a bit of a flash movie, then the next person continues the story from where they left off, then the next person continues from there, on and on until it's done
and that's it

when it's your turn, just watch the previous part(s), and then continue the story by doing whatever's in your heart, especially if it's dumb and ruins the story

unless you're first, because we generally start things out semi-coherently as if the story's actually going to go somewhere

also i don't think framerate should matter if we're converting to mp4 but it might look wierd if we use swinging framerates.

In my experience, differing frame rates to the export frame rate of the mp4 end up having frame bleed over that cause a weird blurring effect. Consistency is better for the overall appearance.
